Woodstock '94 begins tomorrow New York Times News Service Dr. Robert Katten missed the original Woodstock festival. But he is attending the second one, in a rented R.V. He's keeping an eye on his investment $10,000 in the company with the pizza concession. The break-even point: 60,000 pies.

Dolores O'Riordan had never heard of Woodstock. Then so someone asked her to sing at the 25th anniversary concert this weekend in Saugerties, N.Y. She decided to go, figuring that with so many people in one place, "it'll be a great vibe." Country Joe McDonald was there. But he. was not invited to Saugerties.

He's 52 now, playing places like the Seattle Zoo. As he sees it, trying to recapture Woodstock is laughable, like chasing the wind. So what does it mean, this muchballyhooed marking of another popcultural milestone? "I don't think there is any single answer," said poet Allen Ginsberg. "It could be both a continuation of the spirit of Woodstock and a co-optation or a commercialization or a commodification of that spirit." Then again, it could be just one very long concert. The National Reconnaissance Office submitted a notebook full of documents to the Senate Intelligence Committee showing the administration had provided specifics on the planning, construction and cost of the buildings to Congress on at least nine occasions since 1990. That testimony was supported by Rep. Norm Dicks, a member of the House Intelligence Committee, who said there is a clear paper trail showing the Senate panel knew far more about the project than its protests would suggest. "I think this is a personal vendetta between (Senate Intelligence Committee Chairman) Dennis DeConcini (D-Ariz.) and (CIA Director) Jim Dicks said. "I think DeConcini is trying to do everything he can to destroy Jim Woolsey's reputation, and this thing has been unfairly portrayed." But despite the unusual public display of previously secret conflicts and details, senators continued to complain they had been kept in the dark.

And Woolsey acknowledged at a hearing before the Senate panel that the costs of the headquarters hadn't been spelled out as clearly as they should have been. Back in Ireland, Ms. O'Riordan said, the pope is the biggest draw "bigger than rockand-roll." David Crosby, 53, Stephen Stills and Graham Nash agreed to a return engagement at Woodstock. Crosby spent quite a few of the years since the first festival addicted to heroin and cocaine, spending $1,000 a day on drugs. He served a prison term for cocaine and gun possession, during which he managed to quit drugs. Now he is working again.

"I'm really incredibly happy to be playing music at this point and having it work," Crosby said. "If I'd known I was going to live this long, I would have taken better play before care of me." "It almost seems like we're treated like the enemy," said Sen. Alfonse D'Amato, Not all senators agreed. Sen. Malcolm Wallop, a member of the Senate Intelligence Committee, criticized the panel for failing to exchange information among its own members.
