For the school to come to the Woodly Park area, Carter proposes that the school be named for Walter T. McKee, who served in the Montgomery system for 44 years. Carter would like the school on Mclamore Drive to bear the name of William S. Garrett, who served in the system for 42 years.

"Both of them did a good job for the system," Carter said. Carter, a 43-year veteran of the Montgomery Public School system, worked under both McKee and Garrett. Carter said several of Montgomery's schools are named for former superintendents, including William R. Harrison School, an elementary school on East South Boulevard, and Dannelly School, an elementary school on Carter Hill Road. A vote will be taken at tonight's meeting concerning the construction of the Montgomery Technical Center, a magnet high school that will allow students to concentrate on building careers.

"We would like to have it (built) in Gunter Industrial Park," Carters said. He said the location is prime because students in the program would have access to the industries inside the park. At tonight's meeting, the school board will also decide whether to allow architects to begin testing on the site to see if it is suitable for a school. Although the property is in Gunter Industrial Park, it is not property where the Augat Building sits, said Angela Mann, spokeswoman for the school system. She said the land in Gunter Industrial Park would be donated by the city fit i is suitable for a school.

The differing opinions stem from a recent appeals court decision that struck down part of a judge's injunction dealing with schoolhouse religion in the northeast Alabama county.

The state supports ending the tenure of attorney Chriss Doss as a monitor charged with keeping tabs on what is going on in DeKalb schools, said Tom Parker, an assistant attorney general. "We think there is no need for it," Parker said in an interview last week. "With all the training that has been done up there we do not see the need to continue that appointment." But an ACLU attorney in the case said the county continues to violate court orders against mixing Christianity and public education, and a ruling two weeks ago by the 11th U.S. Circuit Court of Appeals may only make matters worse. "In the wake of this decision and in light of what DeKalb County is doing, I think it would be inviting constitutional violations to allow them to go on without supervision," said Pamela Sumners.

The decision on whether to keep Doss on the case is up to U.S. District Judge Ira DeMent, who appointed the Birmingham attorney and Baptist minister to the position. DeMent Ms. Sumners said that despite DeMent DeMent's ruling, Christian school officials continue to evangelize students in DeKalb. In one case, she said, a student acting at a teacher's direction passed out fliers for a "Football for Christ" camp held at a county high school last month.

The appeals judges, however, let stand most of DeMent's ruling, including sections that banned school officials from encouraging students in religious activities. The 11th Circuit also upheld Doss' appointment, but did not say when his work would be done.

Mac Gipson, R-Prattville, said the state needs to consider tax reform. Siegelman has said he will not push tax reform during his term in office, which ends in January 2003. Gipson, who owns a tire business, said one possible solution is adding a sales tax on services, such as labor charged when someone gets new brake pads. The service tax would be partly offset by reducing taxes on some goods, such as "Lord only knows we need comprehensive tax reform," Gipson said. Wren joined another state lawmaker in saying it the Legislature made a mistake by planning to fund critical services with money from the national tobacco settlement.

The state is projected to receive more than $3 billion over 25 years, but Wren said he had his doubts. "There are so many hands in that pie that I'll believe that money when I see it in the state General Fund," Wren said. The state has not received any. It is expected to get the first installment within a year. Rep.

Gerald Allen, R-Tuscaloosa, is proposing a constitutional amendment to put the tobacco settlement money into a trust fund, spending only portions of the interest. Wren said he would support Allen's plan or something similar. He said the Louisiana legislature voted to put 50 percent of its share into a trust fund and devote the rest to health care costs. Alabama lawmakers voted earlier this year to spend all the money on juvenile programs, Medicaid, economic development and a trust fund for senior citizens services.
