CORNELL Associated Press Writer NEW ORLEANS Defeated Southern Baptist moderates on Wednesday weighed an uncertain, perhaps separate future as a fundamentalist-dominated convention undercut a longtime religious-liberty agency in the nation's capital. Unless the denomination's ruling bloc becomes more inclusive and "accepts the rest of us brothers and sisters," some are going to leave, said the Rev. Daniel Vestal, defeated moderate candidate for the denomination's Christian Life Commission, a moral concerns agency also given religious-liberty duties. In the mix, some of that function also was assigned to another slightly funded agency, the Public Affairs Committee, thus defusing that subject into three, perhaps sometimes scrambled, voices.

James Dunn, head of the long-experienced but sharply defunded inter-Baptist agency said it would keep up its defense of church-state separation and against "government intrusion into religion." Mr. Campbell became involved in a shouting match with John Thompson, a Coral Gables, lawyer who helped lead the fight against 2 Live Crew. "He's going to be disbarred because he's crazy. Why'd you single us out, man? Why don't you talk about other groups, man?" Mr.

Campbell shouted at Mr. Thompson. The federal agency will present a proposal this summer to officials from both states, Paul Tanner, area manager for the Bureau of Land Management's Oklahoma City office, said this week. Mr. Tanner predicts the boundary will be fixed at a permanent spot on the Texas side of the river.

If that happens, Oklahoma stands to gain acreage and increase its tax base, he said. The stretch is in the central part of the boundary and runs in Texas from about Byers to Oklaunion. During the 1960s, he also worked on the design of Madison Square Garden. He was structural engineer of the Guggenheim Bandshell, completed in 1969 at New York's Lincoln Center, and for Toronto City Hall, completed in 1965. Mr.

Luther Campbell, the front man for the Florida band, first went on the offensive during a taping of the "Geraldo" show.

The rapper cursed at the sheriff who arrested him and questioned the credentials of the sheriffs legal adviser. "He hasn't given more to the black community than I have," Mr. Campbell said of the adviser, then ripped into Broward County Sheriff Nick Navarro, who was also on the show. He then headed from the Times Square taping to Rockefeller Center for a live bit on the syndicated "Donahue" show, where he was joined by previously censored performers Jello Bi-afra and Wendy O. Williams.

No ques The U.S. Supreme Court tried to settle the question in the early 1920s by issuing four opinions, which set the boundary at, the river's south bank, the Texas side. However, each time the course of the river's flow is altered, usually by flooding, new quarrels arise. The confusion has caused disputes over taxes, mineral rights and law enforcement jurisdiction. So once again, Texas and Oklahoma officials and the federal Bureau of Land Management will try to resolve the issue.
