Bickley, III. By Debra Davis ADVERTISER STAFF WRITER TROY Troy State University's decision to join the East Coast Conference as part of the school's move to Division I came as a surprise to some members of the school's Athletic Policy Committee. Gordon "Mac" McKerral, who chairs the Athletic Policy Committee, a faculty-elected commit- tee, said he was disturbed that the committee wasn't told or consulted ahead of time about the school's announcement of conference affiliation in April. "There is a perception by some faculty and others that this committee was left out of the loop or decision-making process altogether," Mr. McKerral said at Friday's meeting of the Athletic Policy Committee.

"I feel this committee can serve as an important committee with a lot of issues to discuss, but only if we're allowed to have some input in the decision-making process." In February 1992, the TSU Faculty Advisory Council published a report that criticized Chancellor Jack Hawkins Jr. and other administrators for not allowing more faculty input into major decisions. As a result of that report, the administration promised to improve faculty and administrative relations and vowed to allow committees to have more of a voice in school policy. Athletic director Ken Blankenship told members of the Athletic Policy Committee on Friday that the decision of conference affiliation was one that had to be made in a very short period of time about two weeks and there wasn't enough time to consult the panel. However, he added that he didn't believe the committee's duties included making a decision about conference affiliation.

That comment drew a sharp response from Mr. McKerral who said he failed to see why the committee should exist if it only serves as a "rubber stamp" for decisions already made. Mr. McKerral conceded that there aren't specific guidelines in the faculty handbook that dictate the duties of the Athletic Policy Committee, but he added that the committee's name implies that it has some responsibilities in the decision-making process. Mr.

McKerral said that while he feels the decision to join the East Coast Conference was a sound move, any future major announcements should be considered by the Athletic Advisory Committee. Board approves next-door move for group home THE ASSOCIATED PRESS The Montgomery Board of Adjustment unanimously approved the next- move of a group home for federal prisoners on Sayre Street. The move from 530 to 540-542 Sayre St. will allow Bannum Place to accommodate six new prisoners. That will bring the total number of residents to 32, said attorney Ben Pool.

have not had any reported incidents." since the home's 1989 founding, he said. Planning Controls Director Art Wallace said the expansion was not controversial. "We have had no complaints on it at all," he said..
