"The meat grading system has incentives for corruption built in," Ms. Foreman told a convention of the Consumer Federation of America, which she headed before joining the; Carter administration. "If a grader dishonestly upgrades just one out of every 10 carcasses from Good to Choice, the packer could gain $12,000 a week all at the expense of consumers and producers," she said. Ms.

Foreman said the most important proposal to consumers is that all beef and lamb sold retail be marked with quality grade information and that if it has no federal grade, it should be so marked. She said grocers frequently use ungraded meat or a mixture of graded and ungraded meat and "promote it in a way that misleads consumers who other five are: Standard, Commercial, Utility, Cutter and Canner. Meat packers and processors deal with all eight cateories the three meat counter grades and the five lower grades. Under the current system, ungraded meat often is represented for sale as being of higher quality than it actually is, and the consumer pays too much for it, Ms. Foreman said.

The proposals come after corruption was discovered in the federal meat rating system in California and Arizona, where 17 meat packing firms and 36 individuals were indicted on charges of bribing meat graders. Seventeen Agriculture Department officials were convicted. In addition, the department has taken administrative action against meat packers in South Dakota, Iowa, Kansas and do not understand the difference between a government grade and a store label." Anothe proposal would require that meat be graded only as a whole carcas or side. "This will eliminate the opportunities for fraud and error that occur when meat is graded after being cut up," Ms. Foreman said.

Another proposal would end the practice of packers bringing a carcass back a second or third time in hopes of getting a higher grade. She said this practice encourages corruption. "These changes will make certain that producers are paid for what they raise no more, no less and consumers pay for what they get not more, no less," Ms. Foreman said. Assistant Agriculture Secretary Carol Tucker Foreman said the proposed changes would "make the grading service more informative to consumers by overcoming the confusion now existing concerning the quality of meat for sale." Among the proposals is a requirement that meat offered for sale to consumers be marked either with a traditional quality grade Prime, Choice, Good and so forth or be labeled Ungraded. Actually there are eight categories in the grading system, but consumers come into contact with only three Prime, Choice and Good. Clyde Bradley was the only member dissenting during the voting and was one of the two board members who criticized Folmar' actions at the Jan. 12 meeting, saying he was "appalled" and if the group was truly a citizens organization it should not be hindered by an outside official. The other member, Frank Sego, was not able to attend Thursday's meeting but expressed disappointment at the resolution when contacted later. Other members contacted were reluctant to comment on the resolution, with most asking that it speak for itself or referring questions to board Chairman Robert Nesbitt, who could not be contacted. The program is a non-profit citizens effort begun by several civic clubs to teach the public about crime safety and has the use of two city police officers and police cars for its operation, in addition to private donations.

The board of directors of the Montgomery Crime Prevention Program has reversed itself on a position it took a week ago when it voted to explore the possibility of eliminating the mayor's approval for board appointments. The matter involved the appointment by the board of Larry Stevens, a local radio personality, whose appointment was not approved by Mayor Emory Folmar. Some board members have speculated there was a personal dispute between Stevens and Folmar, but Folmar has denied that personalities were involved in his decision. A resolution passed Thursday by the board expressed "its deep appreciation to Mayor Emory Folmar for his strong support of the present method of choosing members of the board." The resolution also stated that "the expression of some members of the board at a meeting on Jan. 12, 1978, did not necessarily represent the feelings of the board and the board regrets any misunderstanding of the board's actions as Mom bound over in death A Montgomery woman accused of killing her 3-week-old daughter and a 29-year-old man charged with the Dec.

21 armed robbery of the Eastern Gulf Tire Center have been bound over to the county grand jury. Antionette Posey, 20, 425-F Caroline Court, was bound over Thursday on a charge of murder on $10,000 bond. The baby, Sabrina Posey, was found dead in a bedroom at the residence about 5:30 a.m. Dec. 11.

State Toxicologist Dr. Richard Roper testified the child died from asphyxia due to suffocation. Police believe the child was suffocated by being forced face down on a mattress. Langdon C. Broom, 3714 Cambridge Road, was bound over Wednesday on $10,000 bond for robbery of the Eastern Gulf Tire Center, 1101 Eastern Bypass.

Police said the service station was robbed shortly after midnight by a lone gunman who later drove away in a car occupied by two other persons unaware of the robbery..
